According to the police, Wynter was last seen at her home in the 200 block of Elm Street in the early morning hours of July 2.
Her mother, who had gone to bed around midnight, noticed that Wynter was not in bed when she woke up around 5:30 am.
After searching the house and the neighborhood, she contacted the police.
The police had reason to believe that Wynter was with Rashad Johnson, a 24-year-old man known to the family.
Rashad had not been seen or heard from since July 2.
He is described as 6 feet tall, 175 pounds, with short black hair, brown eyes, and a skull tattoo on his right forearm.
He was last seen wearing a black T-shirt, blue jeans, and black sneakers.
The offense triggered a massive search effort by law enforcement agencies.
