Harvey graduated with honors from Grover Cleveland High School in Reseda, Los Angeles, in 1968. He attended the University of California, Santa Barbara, and earned a B.A. in Political Science in 1972. Harvey subsequently moved on to the famed University of Chicago Law School, where he earned a J.D. in 1975.
