Dominique was born in Limehouse, a district located in East London, and while she retains British citizenship, her parents are from the Dominican Republic, but there is no conclusive information on their identities or careers. She is also proficient in Spanish, which has been quite beneficial to her profession. When asked about her Caribbean origin, Tipper stated, “Being multilingual definitely helped me learn my lines faster.” ‘More children should learn foreign languages, without a doubt.’
Dominique began her acting career at a young age, when she was three years old, and began attending the Peggy O’Farrell Stage and Theatre School, a renowned English institution for children actors and artists. She was able to grasp all of the fundamentals of acting before the age of eight, thanks to a rigorous regimen. Dominique spent her childhood performing in numerous theater shows across the country, in both modern works and adaptations of classical plays, which allowed her to become versatile, which became increasingly apparent as her career progressed.
